MINUTES OF THE PARISH MEETING

HELD ON WEDNESDAY 21 SEPTEMBER 2016 IN THE MEMORIAL HALL AT 7.30 pm

PRESENT: Cllrs. Colin Slater (Chairman), Pat Adams, Vanya Body, Claire Costello,
Graham Francis (Clerk) and 5 members of the public

1. Apologies for absence: David Wilson (Work), Raine Cully (PCC meeting)

2. Minutes of meeting held on 13 July 2016

Minutes of the meeting held on 13 July were accepted as a correct record and signed by the Chairman

3 Declarations of Interest:

To receive Declarations of Interest in accordance with the Parish Councils (Model Code of Conduct) Order 2001, revised 20
Cllr Slater declared an interest in a Planning application from Manor Farm

4. Matters outstanding from the last meeting: There were none.

5. Planning:

16/07427/FUL: Barn at Rudge Manor Farm Rudge Marlborough Change of use of barn to holiday accommodation – no objection

Cllr Slater left the room; Cllr Adams took the Chair

16/07815/OUT: Land adjoining Manor Farm Froxfield - Demolition of the two existing barns and replacement with one detached dwelling together with private amenity space, parking and associated works – no objection

6. Defibrillator: Cllr Slater returned and took the chair
Debate on the proposed position of a defibrillator did not reach a decision. Cllr Adams agreed to obtain a quotation from the Ambulance Service PA and Cllr Costello agreed to approach the Area Board for a grant CC. Cllr Adams suggested that local businesses might make a contribution.
Agreed to return to the subject at November meeting. GF

7 Marlborough Area Board:
Cllr Costello had circulated the minutes of the previous meeting

8 Notice Boards:
Cllr Adams reported that the professional boards were very expensive. It was suggested that she obtain a quotation from a local craftsman. PA

9 Footpaths & Bridleways:
Cllr Body reported that she had received a negative response from the Little Bedwyn Estates . The Chairman suggested to Cllr Body that in her response to Mr Magor she might point out that the demand for additional by-ways might diminish if the existing ones were maintained in a usable and better order.

10 The Water Meadow:
Cllr Body reported that she had inspected the Water Meadows with Charlotte from ARK and asked how we could improve the management of the Water Meadows. Grants are available if the Community is behind the scheme.


The Chairman Suspended Standing Orders in order to allow general discussion

Tim Clarke, a farm conservation adviser, explained what his work involved and offered to advise the Council on water conservation, guarding wild life and maintaining water quality. It was understood that the riparian owners have a duty to ensure the water supply continues uninterrupted. Various members of the audience expressed opinions about the Meadows.

The Chairman reinstated Standing Orders

11 Emergency Plan:
Cllr Costello reported that it was now necessary to revise the Emergency Plan and was seeking the assistance of Andrew Jack before publishing the final version.

a) Present financial position: Parish Account £8915.76

b) Payments BPP Churchyard 2 grass cuts July £100.00

BPP Green 2 cuts + hedging £150.00
G Francis ½ year expenses £127.81

BPP Village Green 2 grass cuts Sept £80.00
BPP Churchyard 2 cuts Sept £100.00

c) Receipts NIL
The payments at (b) were approved by Cllr Slater, seconded by Cllr Adams and agreed nem con.

d) Bank reconciliation Cllr Adams checked the statements and signed them off

13 Correspondence, matters of parochial interest and items for next agenda:

• Cllr Body reported from the CATG meeting that Steve Hinds has agreed to a meeting in Froxfield to discuss the Traffic plan and receive costings.
• Cllr Costello has spoken to BK Grain who have expressed interest in being involved with the Community Plan. They would be prepared to come to the Council in November and talk about their work. CC to invite.

14 Dates of next meetings

The next meetings of the Parish Council will be on Wednesday 9 November 2016 and
Wednesday 11 January 2017 both at 7.30 pm.

15 Public Forum:

Comments were made from the public present about cars causing an obstruction in Manor Park and the state of the roadway.

There being no further business the Chairman closed the meeting at 21.00
